
In Notice 2015-38 (downloads as PDF), IRS revised the list of acceptable private delivery services that qualify to prove timely filing/paying. Sorry, the Budweiser Truck does not qualify. You can continue using Certified and Registered Mail if you prefer. IRS has eliminated all DHL services as they have discontinued the prior approved services in the U.S. The notice adds FedEx First Overnight, FedEx International First Next Flight Out, FedEx International Economy, and UPS Next Day Air Early AM services to the list.

- UPS Worldwide Express Plus
- UPS Worldwide Express.
The U.S. Post Office’s (USPS) Certified and Registered Mail are still options and are typically more affordable but that depends on how much you are sending and where your package originates. The UPS and FedEx services are your best bet if you are not near a USPS office, such as when you are outside the U.S.
