Many taxpayers may be delighted the IRS is underfunded. The downside is it leads to long phone wait times, long IRS response times when trying to resolve notices, more mistakes in processing returns and refunds, and more people being able to game the system and thus pay less than their fair share. Whether you believe rates are too high or too low, I hope you can agree that everyone needs to pay what they legally owe.
